When you are on the top, dark clouds hover around you - but you may, or may not, have the impression of impending paranoiac atmospheric conditions. However it is not as you discern, as the same simultaneously ushers in the uncertainty over your sincere efforts to bring propriety in the governance which you have vowed to empower with respectability and probity. But alas it cannot be so; as to rule within the Constitutional realm is like asking a snake to forfeit its venom. Goa has a new Government which may be liked or disliked; this contemplation rests on the shoulders of constituents. However, it is not a sin to insert my view of the way for a smooth transmutation as far the governance is concerned.
The Chief Minister of Goa, Manohar Parrikar in his new avatar is trying to make Goa a model State in India. Although there have been misunderstandings, he has assured us that he has done the right thing to avoid any further mitigation which might be rabidly reciprocated, and rattle his coveted Throne. His Manifesto probes his whims to justify his earlier errors. I however beg to differ on certain anomalies: a thorn in a festering wound. Firstly the entry fee in the Casinos has been reduced from 2000 to Rs. 500; this gives the Goans an opportunity to still corrupt themselves - although it was sometime back the BJP was vociferous in shunning the Casino Boats by stating that it was corrupting the Goan youth. However, the BJP Government is doing just the opposite, obviously to placate the owners of the Casino Boats who showered them with facilities earlier unheard of. The new Government is averse to the wrong-doings of the Casino Boats like the perennial garbage imbroglio which is polluting the serene waters of the River Mandovi considered to be the Princess of Goan Waters.
The RP 2021 has been shelved with some verbal compensation given to realign RP 2001, which is making ‘Money Bags’ chuckle in glee for they can opt for any sort of dispensation, even by casting cash rich Goans into oblivion to accommodate even richer Northerners where money is not a question but an option. The perpetrators of this foul deed are on the top of the world although Parrikar is advising austerity and is following it to a tee, governmental servants are jumping with joy because the BJP government is following in the footsteps of earlier corrupt Congress Government, which emphasizes the fact that the BJP is not ‘holier than thou’.
Parrikar may promote goodwill, focusing on the electorate, but that he is adamant in his contextual behaviour, and he wants his will to prevail, irrespective what sane minds in the Party might say in sheer helplessness.
Regarding the induction of Alina Saldanha in the sacred ministerial ambit, which fortuitously was rejected by the Election Commissioner, it was pointed out in a news report that the constitutional right of a Chief Minister to appoint a Minister should be juxtaposed with the contest of the by-election, specifically when it would create undue advantage against others, making the whole process a farce. However the Metallurgist and all knowing Parrikar is claiming that the Constitution gives him the right to induct a Minister of his choice which is a fantasy in disguise, because even a layman is in the probity of Law and he knows that Parrikar is playing dumb charades with the minds of people – thus displaying his autocratic mind and doing what he pleases. Luckily the CEO wrote a letter to the Government requesting him that the proposed induction of Alina Saldanha, wife of the late Minister Mathany Saldanha should be deferred till the by-election to the Cortalim Constituency was completed. Parrikar at long last accepted that diktat although with a rider – “If it is legally wrong, I won’t do it.” So where are his fanfaronades and useless blusters which he unequivocally keeps on mumbling but keeps on reversing the situation at his own convenience? He should now realize that grief, sympathy, and emotions are not the yardsticks towards the Rules of Law and the principles of propriety in the Governance, as there are variegated rules that should be followed.
It is an accepted fact that Konkani not Marathi is the language of the Goans. Through his gibberish the CM had assured the concerned people that he will look into the matter and enact a favorable law which is again a pipedream, because leopards cannot change their spots and Parrikar in all consideration is of the same RSS breed and has followed the diktats of his coalition partner- the MGP unless, he turns a volte-face and casts the MGP aside to follow the diktats of his conscience and bring joy unfolded to the people, although it can be said that the reputation of the Dhavlikar brothers precedes the reputation that the Government is set to adhere to. However, when problems arise will they do it?
