Conditions of private workers in Goa

Anil Kerkar

It is a well-known fact that private workers in Goa and elsewhere are an unfortunate lot and suffer on all counts, say salary, leave, holidays, off days, canteen facilities, working hours, pension, health insurance etc... By private workers I mean to say all the industrial workers, contract, establishments, mine workers, domestic workers so on and so forth.

Our major demand with the policy makers that is government (as we consider that government is the model employer) will be minimum 80% salary and 80% facilities that his government counterpart gets.

Private workers in an establishment or a shop sometimes work from 9.00 am to 9.00 pm for a meagre salary and he / she gets Sunday 1/2 day as off.

In some industries people are promised one salary and are paid some other salary which is often less than promised. Private workers are often denied the public holidays on some pretext or the other. In some industries the signing of the settlement is delayed by management for 10/12 and sometimes 15 years also.

The workers are often victimised by management. Management practices unfair labour practices and there is no one who can raise voice or else he loses his increment / job. In steel industries workers are subjected to very high temperature work environment which deteriorates the health of workers. In factories where workers are subjected to high decibel of sound, lose their hearing capacity in a few years. People working with microscopic things find that their eyes are getting affected. Domestic workers are often mal treated by their masters. Construction workers who meet with accidents often or in 90% of the cases are not paid compensation and the matter is hushed up by use of money / force. People working in chemical factories are forced to breathe different types of fumes and dust thus affecting their health badly. In same industries people / workers are denied canteen facility which is actually mandatory on the part of owner/management. These are a very few examples which throws light on the condition of private workers.

As per the data collected by LWS there are more than 3 lakhs workers in Goa who can be termed as Pvt Workers.

Their 5 major demands with the govt are: Minimum 80% salary and 80% facilities to private workers as compared to their govt counter parts.  80% jobs for Goans in industries.

Time limit for signing of settlement/time bound settlement. Prevention of unfair labour practices act to be passed assembly. First pay commission to be set up by Goa Government to study and recommend the salary of private workers. This movement can be taken forward in the most peaceful manner because we intend to act as catalyst to secure better wages, good working condition/ environment, safety health etc for working class.

The movement should be very peaceful. There should not be any morchas, slogan shouting or any provocative speeches by the leaders.
