PDAs the dedicated bodies for urban planning, are ignored while drafting ODPs

ODPs are reduced to merely soliciting, receiving and processing individual requests for zone changes.

Panjim ODP - SPS and SPC permit 200 and 300 FAR respectively 

The ODP-2021 received 198 such requests for zonal changes of which 138 were approved i.e. 70% were approved, affecting a total area

of 1,76,280 sq mtrs. 

81% of the massive Net FAR of ODP-2021 was allocated to commercial zones

ODPs such as the Panjim ODP-2021 enable this form of ‘speculative urbanism’. This is also the reason why homes are becoming

increasingly unaffordable for the average Goans.

Census 2011 classified 62% of Goa as being urban making it the most urbanised state in India

Panjim ODP is currently challenged before High Court; TCP Board has sent back the ODP to North PDA for redrafting 

The ODP received sharp criticism from the city corporators as well as the social activists
