Villagers are dismayed at the authorities and want the project to be stopped, saying the small village is without proper lighting, water and garbage facility and such a mega project would destroy the identity of the village and warned of protests if their demands were not met
While objecting to the proposed multi-housing project in Cuelim, villagers from Cansaulim- Arrosim-Cuelim(CAC) have demanded that the village panchayat as well as other state administration departments should not issue permission to the mega project in their village and have threatened to launch a mass protest if their demands were not met.
According to the villagers, since 2007 they have been fighting against the mega project (multi-dwelling project) proposed in the survey number 46/2(a), 46/3 and 46/4 and said they had written to the concerned authorities, requesting them not to issue conversion sanad to the project proponent and should also restrain the company from doing any activities in the plots owned by the company.
However, despite the objections, the officials seem to have supported the project.
"This project is proposed on an area where mostly OCB inhabitants dealing with farming in the area resides. All these inhabitants are occupying mundkar houses located in the survey number 46/2(a), 46/3 and 46/4 of Cuelim village. The property has been purchased by RTCL and Sir Biotech companies. This project was first emphasized in the year 2007, however, the same was stopped due to various reasons. At that time they were not having proper conversion sanad, because of the gradient slope of Our Lady of Remedios. The two properties including 46/2 and 46/3 is completely encroachment of chapel property which is a heritage hill where famous 'Three Kings feast takes place" said Marconi Corriea, a member of Cansaulim village based Citizens Group.
The other part of the objections we have is that there are currently only 350/inhabitants in the area and the project proponent is has proposed two big housing projects along with a club house. A club house in such small village is quite strange for us. The TCP which has given clearances, half clearances and no clearances at different stages needs to check the ground reality before giving permission for such mega project, which will destroy the identity of this Cuelim village, he said, adding that following objections from villagers our CAC Panchayat had revoked the construction licence issued to the project proponent however the same now has been revived by the additional director of Panchayat by his order recently.
Now we are concerned because if they get sanad for one controversial plot, then the will start the work which was stopped by the deputy collector as well as by Mormugao Mamlatdar.
"Also, the plans of the proposed project is based on imaginary proposed road. Currently the road leading to the property is a village road with 2.5 meters width however in plan they have mentioned 10 meters wide road" he informed.
Locals while objecting to the proposed project claimed that the land purchased by the project proponent is a hilly area which is hub of medicinal plants." We don't want this project in our village. There are several medicinal plants in the hill which will be destroyed if project becomes reality," Shobhvati Ganesh Naik
" I don't understand when the villagers are against any mega project then why state administration wants to go against the wishes of the locals. We have decided to submit memorandum to Chief Minister Manohar Parrikar, TCP Minister and others stating that the villagers are against the project and hence no permission should be issued to project proponent or else there would be law and order situation in the village,” a fishermen Olencio Simoes said.
We will not hesitate to come out on streets to protest as we have no proper lights, water and garbage facility and such mega project will destroy the identity of the village, he warned
CAC Sarpanch Marta Saldanha however informed that the residents had recently approached her with their grievances against the project and she had guided them to file their objections before the competent authority.
She said that recently the Additional Director of Panchayat had asked the Panchayat secretary to issue permission to the project proponent, however, she is not aware of the latest development on the issue.
