State changes stand on cutting trees on Mopa airport land

Tells HC that Preservation of Trees Act or Forest Conservation Act not applicable for airport project; HC directs State to approach NGT for clarification

PANJIM: Extending its stay on tree cutting, the High Court of Bombay at Goa directed the State government to approach NGT and seek a clarification regarding the applicability of the Preservation of Trees Act or Forest Conservation Act for the Mopa airport project.

During hearing before the High Court, changing its earlier stand taken before NGT, Goa government contended that the Preservation of Trees Act or Forest Conservation Act is not applicable for the Mopa airport project.

The High Court had earlier refused the plea of GMR Goa International Airport Ltd to modify the order of April 25, barring cutting of trees at the Mopa airport site.

GMR contended that due to the stay on tree felling, construction work has been delayed and is running behind the deadline. 

Disposing the petition, the HC has given the main petitioner in another petition, Federation of Rainbow Warriors, seven days if it wants to challenge the permission to cut trees in Zone 5 of the project area granted by Deputy Conservator of Forest before the appellate authority.

The HC had barred cutting of trees in response to a petition filed by NGO Federation of Rainbow Warriors pleading to save trees, including some rare species, from rampant cutting.

Deputy Conservator of Forests, North Goa, in February had allowed the cutting of 21,703 trees at the Mopa airport site without marking of trees.

Earlier, Goa government before the National Green Tribunal had stated that it will comply with all the safeguards provided under Preservation of Trees Act or Forest Conservation Act for Mopa airport project.
