Vigilance warns govt servants of action for criticising govt policies

Service rules provides the process by which a government servant can express his or her opinion. Accordingly, it is imperative that all government servants adhere to the provisions of the rules scrupulously.

PANJIM: Tightening the noose around government servants who participate in agitations and campaigns against government policies, Vigilance Department has warned them of disciplinary action. 

In a circular issued, Vigilance Director Sanjeev Desai cautioned government servants from involving in any such movements which amount to criticism of the government under Central Civic Service (Conduct) (CCS) Rule 1964.

“As per the recent reports, it is noticed that a number of government servants are getting involved in agitations or campaigns and signing of petitions on issues which are against policies of government,” Dessai said. He said that such conduct of government servants attracts prohibition/restriction of Rule 9 of CCS (conduct) Rule 1964. 

The CCS (conduct) Rules provides the process by which a government servant can express his or her opinion for consideration of the government. “Accordingly, it is imperative that all government servants adhere to the provisions of the CCS (conduct) Rules scrupulously as a violation of the same will attract disciplinary action,” Dessai said.

“It is enjoined upon all government servants to stick by the Rule and not to get involved in any agitations or campaigns which amount to criticism of government under the Rule,” he added. 

The circular has been issued to all department heads as well as corporations and autonomous bodies. 

Government employees under the banner Goa Government Employees Association (GGEA) have often been protesting various government policies including pay scale, working hours, lack of promotions, etc.
