Arpora-Nagoa VP secretary suspended

PANJIM: Arpora-Nagoa panchayat secretary Rui Cardozo has been placed under suspension with immediate effect by Directorate of Panchayat for willful disobedience of an order of a higher authority. 

The suspension has been issued following a complaint by one Rose De Souza, who stated that despite clear directions from Additional Director of Panchayats in August 2018 to the secretary for issue of construction license for a proposed construction, the secretary had failed to do so. 

Based on the complaint a show cause notice was issued to Cardozo in November last year asking why disciplinary action should not be taken against him for the act of refusal to comply the order of higher authority.  The reply submitted by the Secretary was not satisfactory.

“Rui Cardozo, village panchyat secretary, while functioning as secretary of VP Arpora-Nagoa, has failed to execute powers and functions of the secretary as laid down in section 113-A of the Goa Panchayat Raj Act, 1994 and shown his negligence in performing his official duties and to maintain absolute integrity and devotion to duties and acted in a manner unbecoming of a government servant,” the order issued on January 10 by Panchayat Director Rajan Satardekar states. 

Cardozo has been placed under suspension pending disciplinary proceeding against him. “The act of Rui Cardozo amounts to willful disobedience of order of higher authority,” the order stated. 

He has been directed to be present in the Office of Block Development Officer, Bardez and has been asked not to leave the headquarters without previous permission of the block development officer.
