Assolna budget spending is higher than its revenue

MARGAO: The Assolna gram sabha adopted a budget that had more expenditure than the receipts but turned into a surplus budget due to huge opening balance.

The budget for 2019-20 projected receipts of Rs 56.20 lakh against expenditure of Rs 68.68 lakhs. However, due to the opening balance of Rs 37,86,225 the budget works out to have a surplus of Rs 25,38,220.

The major receipts projected are from government grants amounting to Rs 36 lakh while Rs 12.65 lakh are expected from taxes including Rs 2.5 lakh from house tax. Rs 8.5 lakhs is expected from market fee.

On the expenditure side, Rs 20 lakh is earmarked to be spent on public works, while Rs 2.5 lakh is reserved for sports and cultural activities with an aim to organize a football tournament. The Rs 5 lakh is expected as grants for garbage management will be spent on garbage collection, segregation and disposal.

While the panchayat as on January 31, 2018 had spent Rs 96,750 on legal fees, it has made a provision of Rs 2 lakh in the budget for next year. Incidentally, the major expense in next year is Rs 30.30 lakh is expected on administration.

Former deputy sarpanch Savio Fereira pointed out that the minutes were wrongly recorded due to which the addendum to the present budget that was supposed to be sent to the BDO was not sent. The panchayat was also asked to take possession of its premises that were leased out to the Electricity Department since it is not being used nor is the panchayat getting any rent.

Incidentally, the budget has provided Rs 50,000 for refreshment and the amount kept for scholarship has been raised from Rs 20,000 to Rs 25,000.
