Benaulim resident  challenges p’yat’s   lockdown decision

BENAULIM: Mario Britto, a resident of  Mazilwaddo-Benaulim challenged the decision of the Cana-Benaulim village panchayat to impose a one week strict lockdown from Thursday, May 6 to Wednesday, May 12 in the village through a petition to the Additional Director of Panchayats and sought that this order be set aside /reversed/repealed.

Britto challenged the public notice issued on May 4 by the Cana-Benaulim village panchayat stating that ‘only the government and Collector were competent to pass lockdown type measures.’  Brito further said he is aggrieved since the panchayat did not provide sufficient time for purchase of essentials like milk, bread and other daily consumables. “Also, the whole resolution is illegal and having no legal consequences as no proper procedure as mandated by law was followed while calling for the meeting. Since the procedure prescribed by law in respect of convening a meeting was not as per the Goa Panchayat Raj Act, 1994,” said Britto.

The petitioner Britto further cited that ‘the impugned public notice of the respondent is contrary and in direct contravention of the State government directions and Section 144 of the South Goa Collector. 

However, the Additional Director of Panchayats-II Florina Colaco e Fernandes summoned both the parties for the hearing in her office on Friday and disposed off the petition.
