CM’s note puts 1,200 vacancies in suspense

1,187 posts advertised between Aug 10 and now; All will have to be withdrawn

PANJIM: The future of nearly 1,200 vacancies, for which advertisements were issued by various government departments, hangs in balance following Chief Minister Dr Pramod Sawant’s directions that recruitment of all Group C posts be carried out by the Goa Staff Selection Commission (GSSC). 

Sawant on September 6 moved a note stating that the Goa Staff Selection Commission Bill, 2019 has already been passed by the Legislative Assembly, and as such all recruitment of Group C be carried out through the Commission. “All the advertisements issued pursuant to passing of the Bill are required to be withdrawn immediately,” the note mentioned, directing departments that no new advertisement be issued.

A senior official said that all Group C posts will have to be withdrawn as per the note issued by Chief Minister. “However, this will not be applicable to those posts, which were issued before the Bill was passed and for which even written exams are held or are scheduled to be held,” the official said. 

The Bill was introduced on August 7 and passed on August 9. Following the passage of the Bill, 1187 posts were advertised between August 10 till date, of which 1077 posts were by Goa Medical College and Hospital (GMC). These posts are of clerk, multi-tasking staff, stenographer, driver, technicians, etc. 

Directorate of Food and Drugs Administration had issued advertisement for filling up of 56 posts, while another 15 were advertised by Department of Fisheries and another 14 each by Department of Legal Metrology and Factories and Boilers. Department of Archives and Archaeology also issued around 10 posts. 

These posts include inspector legal metrology, assistant superintendent of fisheries, fisheries officer, fisheries surveyor, staff nurse, consultant, food safety officers, assistant archivist, etc. 

There were around 101 posts advertised by Directorate of Art and Culture on August 6, just a day before the Bill was introduced in the House.

COMMISSION NOT YET CONSTITUTED


* Government yet to constitute Staff Selection Commission
* It will be headed by either a serving or a retired officer from the IAS or Goa Civil Service
* Commission will comprise of three members, of which two will be either serving or retired government officers for a term of five years
* Bill grants powers to the Commission to advise the government on recruitments in departments
* Commission will conduct examinations for appointments to subordinate services or posts
* In case of difference of opinion between Commission and department, government would be the final decision making authority
* Every head of department will annually, intimate to the Commission number of vacancies to be filled
* Commission will have powers to constitute advisory committee to advise it 
* Can engage consultants or experts having special knowledge or skill to assist it
