CM-led Cabinet must make public its performance report first: Cong

PANJIM: Days after Chief Minister Dr Pramod Sawant hinted that promotions of officers would be based on performance and not seniority, the Congress on Sunday demanded that Sawant-led Cabinet make public its performance report first.  

Addressing media persons, Congress spokesperson Trajano D’Mello said that when Chief Minister proposes to evaluate the performance of government employees, it should first start from the ministers, who are ruling the State. 

"We demand that Chief Minister releases his own performance report card first. He should also release the performance of his Cabinet colleagues. People of Goa have the right to know how their ministers perform," D'Mello said. 

"Before checking onto the performance of employees, it is important to check the performance of the ministers, under whom these employees perform," he added. 

Congress leader also said that Chief Minister should set a bench mark for the performance based on the corruption, governance and quality. 

Chief Minister had on Friday said that government is working on a proposal to ensure that henceforth promotions in government departments are done based on performance and not seniority level. 

Speaking further, D’Mello said that such a move by the government will demoralise and shatter confidence of the honest, hardworking and efficient employees, who would be forced to do corrupt practices, by their seniors, who would be ultimately judging their performances.  

He also charged that the move seems to be basically a strategy of BJP party to push RSS backed employees up in the rank.  

He said that if government's intentions are real, then they should first promote Ive Fernandes, former Food and Drug Administration official, who had exposed formalin-laced fish issue.
