CCTV cameras can do the trick to stop wet garbage menace

Tourists visiting Goa seem to be having a gala time here but they add to the garbage most often throwing it out of their vehicles as they travel to different locations in the State. 

The wet garbage attracts dogs and rodents which further spread it all around the place polluting the environment.  Why can't the government evolve a mechanism to detect and punish such no good people who sully our pristine shores. Probably, more CCTV cameras could do the trick.
