MARGAO: A complaint has been filed against Margao Municipal Council for allegedly committing acts of corruption and manipulation of the tender of door-to-door garbage collection.

According to Dr Aashish Kamat, the president of United Goans Foundation, MMC had invited tenders in August 2018 from reputed labour contractors to provide door-to-door garbage collection services. The bidders had to submit documents such as GST certificate, provident fund registration certificate, list of similar works executed by tender in the past etc.

The Municipal Council resolved to award the tender to a self-help group from Fatorda since the council claimed that it would be in a better position to get the work done from the local contractor.

However, documents collected by Dr Kamat under RTI show that SHG did not submit the mandatory required documents mentioned in the tender such as certificates of GST, EPF ESIC etc.

The agency had only submitted a Certificate of Registration which was issued in September 2018, after the tender was floated. The agency did not provide any document showing that they had carried out similar work in the past.

Dr Kamat stated in his complaint that the total financial implications for the current financial year is Rs 80 lakh.
