VASCO: For the second time, the Expert Appraisal Committee EAC (Industry-2) of the Ministry of Environment Forest and Climate Change has deferred their decision on granting environmental clearance to Zuari Agro Chemicals Limited (ZACL) for the proposed expansion of fertilizer blending unit for NPK production, gas turbine (GT), heat recovery steam generator (HRSG) and atmospheric ammonia storage tank at its Zuarinagar plant.  

It may be recalled that the environmental public hearing for expansion projects was held on July 11, 2016, at Jai Kisaan Club. During the hearing, concerned citizens and environmental activists had voiced their strong objection to the public hearing on ground that except for a few, all the others present at the meeting were ZACL employees. The hearing was held amidst protest. 

Later, the proposal was considered by the EAC at its 17th meeting held in December 2016. At this meeting, the EAC deferred its decision on the company’s proposal and impliedly upheld the objections raised at the public hearing. 

The EAC directed the project proponent to resubmit the proposal along with GCZMA approval for the expansion; earmark green belt covering 33% of total project area; reduce fresh water requirement; STP for labour colony; prohibition on drawing ground water; submission of year-wise CSR plans at 2.5% for next five years; stop discharge of waste water into the sea through underground pipeline and rework on drift losses from cooling tower and reduction to 20%. 

Recently, at its 28th meeting on September 20, EAC (Industry-2) deferred the decision on environmental clearance for the proposed expansion plans by ZACL for the second time.

As per Vasco based Environmental Activists Advocate Savio Correia, EAC noted several discrepancies in the proposal and asked the project proponent for further clarifications.
