The issue stems over the failure of the government who had promised that the necessary amendments to the draft of the act would be made by the select committee of the Goa Legilsative assembly and placed before consecutive assembly sessions.

It maybe recalled that FORCE has had two meetings with its general body at packed halls in both Margao and Panjim respectively where they announced their plans regarding the protest march from Panjim bus stand to the beginning of the Mandovi bridge, which is near the assembly complex. It is to be noted that July 27 coincides with the opening of the monsoon sessions and on that day FORCE General Secretary Savio Lopes will then begin the indefinite hunger strike at Azad Maidan in Panjim. Once Lopes sits on the hunger strike, groups representing different schools will also go on a chain hunger strike in support on a rotation basis.

FORCE has demanded that the MLAs including those who support the state government make their stand clear and if they will demand that the government fulfills its promise at this monsoon assembly session.  All eyes are on south Goa MLAs in particular especially those supporting the government like Fisheries Minister Avertano Furtado and Cortalim legislator Alina Saldanha on MOI.
