Follow proper procedures before shifting vendors, says Cortalim panch

VASCO: The hasty shifting of the vendors into the Cortalim Market Complex without following the proper Sanad procedures is wrong, said Raymond D’Sa, panch of Cortalim Panchayat. 

D’Sa alleged that the partial occupancy taken for the market complex without having a Sanad is done with the political pressure.

“I was shocked on the hasty shifting of some existing vendors into the market complex. As the Sanad procedures have not been completed, occupancy certificate cannot be issued," the panch added.

“I feel the partial occupancy which has been obtained for this structure is due to the political pressure. As per my knowledge nowhere in the Panchayati Raj or in Town and Country Planning rules ‘partial occupancy’ has been mentioned,” he informed.

When asked about his demands, D’Sa mentioned that he is not against shifting of the vendors inside the market complex. 

“In fact I wanted the vendors to get proper place inside, but at the same time I feel proper procedures need to be followed, policy for the market complex need to be followed. The draft policy which is present is for the purpose of suggestions and objections. This draft policy cannot be considered as a final policy,” he added.

Furthermore, he also pointed out that without finalising the rent amount, deposit and other procedures even shops from the market complex cannot be allotted to anyone.

As per the media reports, Cortalim Sarpanch Senia Pereira had said that the existing vendors were shifted into the market complex on Wednesday as there was a long pending demand from them to shift into the new market complex.

The vendors have been struggling and facing hygiene problems in the temporary shed past many years. The new market complex was inaugurated last year and was non-functional due to the non-formation of policy for the market complex by the government which was told by Cortalim MLA in the past.

Repeated efforts to contact Sarpanch Senia and to get her views on this matter turned futile.
