PANJIM: Chief Minister Manohar Parrikar on Tuesday stated that the government has decided to ban buying and selling of plastic bags below 50 microns from July, in a bid to tackle the garbage menace in public places.

“A law will be implemented with an initial fine of Rs 500 on those selling the bags or those found littering. Subsequently, the fine will be raised to Rs 5000. Plastic bags are the main cause of choked drains in Goa and there is an urgent need to crack down on its excessive use,” Parrikar said addressing the gathering after inaugurating the EDC Park at Panjim.

“The thin plastic is a major trend for causing of floods by choking the drains, thus increasing flooding during the monsoons. The people of Goa should make a habit of carrying cloth bags to the markets. We might give some relaxation in the beginning on the amount of fine but we will strictly implement the ban,” Parrikar said.

He added that the government will start garbage collection work stations along the highways and urged the people to hand over their garbage at these stations instead of throwing it on the roadside.

“Once this new initiative was taken to clean up the highways, all the garbage piles were removed, but soon people again started throwing garbage. If the citizens do not behave responsibly the government cannot function in a proper manner. Citizens are responsible for making cities dirty. People forget their duties and yet question the government,” he said.

The Chief Minister added that the Swachh Bharat concept was reaching a lot of people and that for a clean Panjim one needed to segregate the garbage.

“The concept of Swachh Bharat which was introduced by Prime Minister Narendra Modi is gaining popularity across the country. Initially most of the people mocked the concept now people have started working for a Swachh Bharat,” he added.
