Accuses him of annexing a false and incorrect document to draft EIA report

VASCO: A police complaint has been filed against Chief Engineer of Mormugao Port Trust (MPT) L A Mathew for annexing a false and incorrect document to the draft Environmental Impact Assessment (EIA) report of the proposed development of fishing/passenger jetty, multipurpose general cargo berths and POL terminal at Vasco with an intent to cause injury.

The complaint was jointly lodged by Goenchea Ramponnkarancho Ekvott (GRE) along with Baina Ramponnkar, Fishing Canoe Owners Society, Old Cross Canoe Association Owners Co-Operative, Society Ltd, Desterro Fisherman’s Association.

The complaint has been filed with the Mormugao Police station in-charge Shailesh A Narvekar. In the complaint, GRE has alleged that Mathew has given a written declaration that he is the author of the EIA report, hence is responsible for the false/incorrect documents in the EIA report. Besides, a serious breach of regulation with regards to CRZ mapping in the EIA draft report was formulated by Anna University Chennai based on a draft notification of 2018.

The GRE has demanded registration of an FIR under Section 15 of The Environment (Protection) Act, 1986 and Section 167 of IPC against Mathew and consequent action against him as per law.

Custodio D’Souza, the president of Old Cross Canoe Association, stated that MPT is a habitual violator and doesn’t care for the government authorities. 

In support of his allegation, D’Souza claimed that in the past, MPT carried out illegal capital dredging at navigational channel without environmental clearance; handled coal in excess of ceiling; allowed wood chips and coal to get washed into sea; caused coal, water and sound pollution.
