GSPCB takes a tough stand on air pollution

Criminal proceedings against three former leaseholders for exceeding air quality levels; Two others will forfeit their bank guarantees

PANJIM: Goa State Pollution Control Board (GSPCB) has decided to file criminal prosecution against the erstwhile leaseholders of three mines, while two other mines will forfeit their bank guarantee for exceeding the permissible air ambient quality (AAQ) limit before mining activity came to a halt on March 16.

Earlier this month the board had issued show cause notices to operators of 31 mining leases for causing pollution in violation of Consent to Operate granted to them. The notice asked them to show cause as to why their bank guarantee, estimated at around Rs 9 crore, shouldn’t be forfeited.

The board’s notice has been issued under Section 33(A) read with Sections 25 and 26 of the Water (Prevention and Control of Pollution) Act, 1974, and Section 31(A) read with Section 21 of the Air (Prevention and Control of Pollution) Act, 1981.

“Total five mining leases were found involved in violation of consent condition,” GSCPB member secretary Levinson Martins said. 

In another decision, the Board has rejected the application for consent to establish under Air and Water Act to Goan Marine Impex Pvt Ltd for setting up a fish mill plant in Barcem-Quedem, Quepem. 

The Board also approved the Central Pollution Control Board (CPCB) revised list of industrial categorisation along with increased validity subject to the industries paying the likely to be enhanced consent fees. As per the revised list, the Consent to Operate for red category industries will be for five years, for orange category seven years and ten years for green category.
