Warn elected representatives not to pass any anti-Goa, anti-people amendments during the present Assembly session; State that Regional Plan must be corrected with public participation to save Goa
MARGAO: Goencho Avaaz on Monday said that, on behalf of the people of Goa, they will resist all attempts of the government to destroy Goa and warned the elected representatives not to pass any anti-Goa, anti-people amendments during the present Assembly session, or else they will have to face the people’s wrath.
“Goans are shocked to see that despite widespread public outcry and protests, the government is rushing to push through the anti-Goa and pro-real-estate amendments to the TCP Act for TDR, accommodation reservation and gazetted changes,” Goencho Avaaz co-convener Captain Viriato Fernandes said on Monday at a press conference in Margao.
He stated that while the people have made it abundantly clear that Goa does not want or need any more real estate or concrete constructions, and that the Regional Plan must be corrected with public participation to save Goa, the government is going in the opposite direction towards destruction and mayhem.
Several members of Goencho Avaaz slammed the TDR and other proposed amendments in the TCP Act. Abhijit Prabhudesai said that “besides the plans to accelerate the destruction of Goa and displacement of Goans through TDR and accommodation reservation, the government is also slyly attempting to reintroduce gazette zone changes.”
Reading out a file noting from the Governor in 2005, he said, “It is well known that the destruction of Goa by real estate speculation was first started through gazette changes to land use zones from 1990s until 2005, when the then Governor of Goa ordered this illegal and corrupt practice to be stopped. The attempt to reintroduce the illegal gazetted changes exposes the intentions of the TCP Minister and this Government to destroy Goem, Goenkar and Goenkarponn, only to benefit the greed of the real estate lobby and land speculators.”
Stating that elsewhere in India, the TDR policy is implemented only in urban areas and not in rural areas, Prabhudessai criticized the policy stating that private forests, khazan land and agricultural areas do not have development rights to transfer. “The TDR policy is only for real estate lobby that has purchased all such lands to change zones,” he said.
Goencho Avaaz co-convener Swapnesh Sherlekar said that they, along with their associated organisations and concerned citizens, call upon the government to scrap RP 2021 and drop the amendments for TDR, accommodation reservation and gazette changes, failing which they will approach the courts.
“We further warn the government to rethink its priority and meet the demands of the people of Goa, else we will be forced to intensify and increase our agitation to save our Goa and protect the future generations from the blind greed of a few,” he said.
