PANJIM: Ahead of the upcoming Goa Assembly polls, the Dr Pramod Sawant-led government has lifted the almost five-year-long ban imposed on recruitment in the State administration with effect from May 27. Budget 2021-22 has promised to fill 11,000 vacancies in various government departments during the financial year.

The ban on mass recruitment was imposed by the earlier BJP-led coalition government led by then Chief Minister Laxmikant Parsekar in November 2016 for smoother implementation of the Seventh Pay Commission recommendations to the employees, as the additional financial liability to the State was to the tune of Rs 47 crore a month, during that time.

An office memorandum issued on May 27 states, “The government has decided that the ban imposed on November 22, 2016 and related instructions shall stand withdrawn with immediate effect.” 

This applies to government departments, grant-in-aid institutions, autonomous bodies, corporations and public sector undertakings (PSUs). 

“The government had imposed ban on the recruitment process in the government administration via a order dated November 22, 2016, in view of the implementation of the recommendations of the Seventh Central Pay Commission, in respect of pay and allowance to the employees of the government and government aided institutions,” the memorandum states.

In April 2017, the then (late) Manohar Parrikar led government had partially lifted the ban to undertake recruitments in educational institutions and health sector. It had also allowed recruitment of candidates, who were issued offers of appointment by the department before the ban came into force in November 2016.

While imposing the ban on recruitments, the Parsekar government had directed all the departments to conduct assessment of their staffing requirement and carry proper restructuring and reforms in this regard.

More than 1500 jobs have already been advertised by the government over last few months in various departments including Health, Police, Accounts, etc.
