PANJIM: In a bid to ensure timely execution of works and maintenance of assets, the State government has granted financial powers to Ministers and department heads to sanction works up to Rs 25 lakh.
As per the circular issued by Under Secretary-Finance Pranab Bhat, the government has devolved financial powers to heads of department for works costing up to Rs 15 lakh and those with a budget of Rs 15 lakh to Rs 25 lakh will be sanctioned by the Minister concerned.
Further, the circular stated that the total ceiling limit for all the categories of works taken together for the department shall be Rs 300 crore or the budgetary allocation, whichever is lesser. Bhat said that the decision has been taken in order to simplify procedures, ensure timely execution and maintenance of government assets and complete overdue departmental works on priority, due to revision in the price of base materials.
The circular said, “All the individual work costing up to Rs 15 lakh may be sanctioned within the administrative and financial powers to be exercised by the Principal Chief Engineer (PWD)/ Chief Electrical Engineer/ Chief Engineer WRD/ head of the department concerned and those exceeding beyond Rs 15 lakhs and up to Rs 25 lakhs shall be sanctioned with the prior approval of the Minister of the Administrative department concerned”.
“Works to be taken up over and above the ceiling limit shall mandatorily require approval of the finance department,” the circular stated adding that the department shall ensure that works referred to the finance department are within the budgetary allocation provided, and no works above the budgetary allocation shall be referred.
