Human Rights disposes off assistant teacher’s plea

PANJIM: The Goa Human Rights Commission (GHRC) has disposed off the inquiry against the Director of Education and the management of St Joseph Vaz High School, Sancoale stating that there were no human rights violations of the complainant Cima Carneiro.

Carneiro, an assistant teacher had filed a complaint dated August 18, 2020, to the Director of Education over the non-release of her salary for six months by the headmistress of St Joseph Vaz HS, without any reason. 

On perusing the complaint, the Commission called for a report from both the respondents. The school management in its reply dated November 23, 2020, stated that the school office had done its duty with regard to the payment of the salary from June 2019 to November 2019 and the salary claim was submitted to the Joint Director of Accounts, Directorate of Education, by a letter dated October 28, 2019.

Later, the Directorate of Education filed its reply stating that the salary of the complainant had been credited to the school bank account. 

As per the reply of the school management, the complainant was a trained undergraduate teacher of the school and was on unauthorised leave from January 3, 2017, to June 6, 2017, and again from August 7, 2017, to May 31, 2018, and the complainant regularised her leave of absence by a letter dated April 30, 2020. 

The school management stated that the salary claim was submitted to the Joint Director of Accounts, Directorate of Education by letter dated October 28, 2019, and that further correspondence regarding payments of salary to the complainant was made vide letters dated May 5, 2020, August 20, 2020, and October 26, 2020. 

The complainant filed her two rejoinders denying that the school had made any efforts to release her salary. But as per the reply of the education department, the salary was credited to the school bank account. 

After going through the replies of both the respondents, the three-member Commission found that there was no violation of human rights of the complainant by the Directorate of Education in releasing the six months salary and disposed off the proceedings.
