Since 2015 Rs 20.91 crore has been released by the centre of which 5 projects worth Rs 13.5 crore have been completed and this year no funds have been released to the state

Margao: The information released by the Ministry of Housing and Urban Affairs shows that all is not going according to plan under the AMRUT Scheme.  According to the data, since 2015 when the scheme was launched, Rs 20.91 crore have been released by the center of which 5 projects worth Rs 13.5 crore have been completed. However, the utilization certificates from only Rs 7.26 crore have been submitted by the State Government to the center.

According to the information available on the website, around Rs 8 crores was released in 2017-18 by the central government. However, this financial year (2018-19) no funds have been released to the State under the scheme.

The projects that have been completed, such as the “improvement of pedestrian bridge at Patto to mala” worth around Rs 2.8 Crore and up gradation of stairs to Altinho (near NGPDA office) are in need of maintenance. Interestingly it was stated in the State Annual Action Plan document that the operation and maintenance of the projects for 5 years will be included in the scheme.

Under this scheme, the city fathers had set a target in the SAAP document that by 2018 the city would achieve 100% coverage of direct water supply connections. latrines (individual or community), efficiency in sewage treatment, coverage of sewage network, service coverage & availability of urban transport, increase Green cover in by 15 %, develop at least one children's park every year etc            

In other parts of the country, under AMRUT, the Detailed Project Report (DPRs) have been approved for 5,421 projects worth Rs 78,856 crore (Some States/UTs have taken up projects in excess of approved SAAPs for which entire additional expenditure shall be borne by the respective States/UTs). So far works have been completed for 1,099 projects worth Rs 2,626 crore and for 3,222 projects worth Rs 53,319 crore contracts have been awarded and work is under progress.
