PORVORIM: Panchayat Minister Mauvin Godinho has assured to streamline the functioning of the village panchayats within six months. 

The assurance in the State Legislative Assembly comes in response to a Calling Attention Motion moved by legislator Nilkanth Halarnkar that Colvale VP resolved to undertake various development works under its fund without discussing in the fortnightly meeting. 

He sought to know the government action to be initiated in the matter. 

“Give me six months. I will streamline the functioning of all VPs. You will have no complaints thereafter,” the minister said after Speaker Pramod Sawant and Chief Minister Manohar Parrikar pointed that several issues are prevailing in many panchayats. 

Meanwhile, replying to the legislator, the minister stated that from the records received from Block Development Officer-II, Bardez, it can be considered that VP Secretary correctly wrote the proceeding of the meeting on June 28, 2017 which was unanimously confirmed in the meeting on July 14, 2017. Majority members - six out of nine including the Sarpanch - agreed to the facts placed by VP Secretary that all resolutions which were written in the proceeding book were discussed and explained to all the members and confirmed. 

“But from the statements given by three members, it is revealed that VP Secretary had not discussed some of the resolutions which were written in the proceeding book in June. Hence, their allegations cannot be neglected completely. But once minutes are confirmed in the next meeting, whether unanimously or with majority the issue regarding recording of minutes cannot be raised. However, the same would have to be raised at the time of confirmation,” he said in the written reply tabled in the House. 

Considering this issue in general, Godinho said it is required to give directions to all the VP Secretaries to write the proceedings on the spot or to the points discussed on the spot, and obtain signatures of all the present members during the meeting itself.
