More than 3 years later, new Electricity Department building remains incomplete

Due to miscalculation of the estimate the contractor abandoned the work and the building has been in an incomplete state with no one making an effort to complete it



Margao: The new electricity building in Aquem opposite the old powerhouse is stuck in bureaucratic limbo for more than three years. Even though the building has not got an Occupancy certificate, two divisions of the Electricity departments are operating, Division XVI and State Load Dispatch Center. Besides these two offices, the rest of the office spaces in the four-floor structure remains unoccupied.

Sources in the department revealed the estimates for the project were underestimated because of which the contractor had abandoned the work. Since the last four years, the PWD has not taken any action in completing the project and hand over the building to the Electricity department.

While the SLDC office is on the ground floor, the Office of the Executive Engineer of Div XVI is on the second floor but the lift is not installed in the building. Since the office is not directly related to the public, the public is not inconvenienced. However, the office has physically challenged staff who face problems climbing the stairs every day.

Shockingly, the balcony railings are not installed and where the openings to the lift shafts have not been sealed. This is a violation of the building safety regulations.  Parts of the building have turned been turned into a dump to stack old boxes, chairs and other discarded items. In another room, the window has been damaged.

Goa has had three Power Ministers in the last three years but clearly, none of them has made it a priority to complete the building. While the government may take more time to complete the project, the depreciation itself is a waste of public money. On the other hand, the electricity department has been compelled to flout its own rules and give an electricity connection illegally to its offices in the incomplete building which has no occupancy certificate.
