NGT recalls order imposing fine on GCZMA Secretary

PANJIM: The National Green Tribunal (NGT) on Tuesday dropped the fine of Rs 10,000 imposed on Member Secretary of Goa Coastal Zone Management Authority (GCZMA) for not implementing its orders in two separate matters of CRZ violations.

PANJIM: The National Green Tribunal (NGT) on Tuesday dropped the fine of Rs 10,000 imposed on Member Secretary of Goa Coastal Zone Management Authority (GCZMA) for not implementing its orders in two separate matters of CRZ violations. 

GCZMA had moved an application before NGT in the matters, pleading to recall its order dated May 5, 2017, wherein it directed the Member Secretary to deposit the sum from his personal account into the Pune collector’s escrow account. GCZMA in its application said that the delay in the matter was not intentional and deliberate. 

Sources confirmed that when the matter was heard Tuesday morning, NGT dropped the fine. The matter has been fixed for hearing on July 21. The Tribunal is awaiting a reply from the original applicant Kashinath Shetye in the matter. 

In the first case filed by Shetye and others, NGT had directed GCZMA to decide a matter related to alleged conversion of a bungalow into a carpentry unit in a setback area of CRZII of Chimbel creek, Ribandar by July 18, 2016. 

After allowing a few extensions in the outer limit, the tribunal had stipulated a deadline of March 18, 2017, with a condition that if the Member Secretary failed to comply with it, he would be saddled with costs of Rs 10,000. 

In the other case filed by Anthony D’Souza, the tribunal had directed GCZMA to hear the concerned parties and complainants on November 15 and 16, 2016, and decide the matter within four weeks. 


The matter pertained to violation by two property owners in CRZ area of Siolim creek.

In both matters, GCZMA failed to act within the prescribed time frame.
