NGT relief to govt on third Mandovi bridge continues

PANJIM: Permitting the Goa government to continue with the construction of the third bridge over River Mandovi.


National Green Tribunal (NGT) has directed the State to ensure there is no destruction of mangroves in the project area and that construction should not exceed the permissible area.

NGT, hearing the matter on September 3, allowed Goa Foundation to file documents it received under Right to Information (RTI) Act pertaining to permissions and other legalities of the new bridge.

The State government has also submitted the Environment Impact Assessment (EIA) report of the bridge, conducted by the Goa State Expert Appraisal Committee (SEAC). SEAC is of the view that since the built-up area of the project is 69,188.90 sq mtrs it does not attract the provision of EIA notification 2006, and as such, the activity does not require Environment Clearance (EC).

SEAC has directed the government to initiate measures to prevent any kind of environment pollution as per the Environment Management Plan (EMP).

The construction of the third bridge was challenged by Goa Foundation alleging that it is being constructed without an EC. It also challenged the destruction of some 247 mangrove trees for constructing ramps (roads) to access the bridge.

Goa Foundation had pleaded for a stay on the bridge construction in the absence of proper environment studies and an environment clearance.
