PANJIM: RTI activist Sudip Tamhankar has filed a complaint before the Anti-Corruption Branch (ACB) of the Vigilance Department against Calangute MLA Michael Lobo, former minister Francis Silveira, both former North Goa Planning Development Authority (NGPDA) chairmen and Town and Country Planning (TCP) officials over the drafting of Outline Development Plans (ODPs) Calangute-Candolim and Arpora-Nagoa and Parra areas.

Tamhankar said that he had filed his complaint following a report submitted by a committee of TCP regarding a change of zone in Calangute, Candolim, Arpora-Nagoa and Parra villages. 

He said that he has filed a complaint against Lobo, Silveira and others for committing alleged corruption, illegalities, criminal breach of trust, criminal conspiracy and personal gratification for the illegal change of zone in Regional Plan 2021 to final ODPs of Calangute-Candolim 2025 and Arpora-Nagoa and Parra 2030. 

Tamhankar alleged that the report has now been kept on the backburner following attempts by Lobo to quit Congress and rejoin the ruling BJP. 

He said that currently these ODPs have been suspended and kept in abeyance while no action is initiated against those involved in alleged illegalities and corruption.
