PANJIM: The Manohar Parrikar government has partially lifted the six month recruitment ban imposed by the previous government. In the first phase the ban on recruitments in educational institutions and the health sector has been lifted.

This applies to grant-in-aid institutions, educational institutions, Goa Medical College, Dental College, Institute of Psychiatric and Human Behavior and Directorate of Health Services and compassionate appointments under department of personnel and Children of Freedom Fighters.

Ahead of the February 2017 Assembly elections, the then Laxmikant Parsekar government had imposed ban on all recruitment in the government sector for smoother implementation of the Seventh Pay Commission recommendation to the employees, as the additional financial liability to the State was to the tune of Rs 47 crore a month. The ban was to be reviewed in six months.

In an notification issued on April 21, Additional Secretary (Personnel) YM Maralkar said the government in November 2016 had imposed a ban on further recruitment including the ongoing process in all departments as well as grant-in-aid institutions. “Now the position has been reviewed and it has been decided to lift the ban in a phased manner,” he said.

Maralkar said in the case of other departments a study and requirement analysis would be done, so as to define standards for a single requirement process for a common position in government.

The ban has been lifted for teaching and non-teaching posts as per sanctioned strength in grant-in-aid educational institutions, teaching post in government educational institutions and posts of doctors (teaching and non-teaching), medical officers, nurses and technical staff required in the laboratories, operation theaters, etc as per sanctioned strength in the health sector.

The government has also said that all contractual appointments for a period not exceeding one year, within the sanctioned strength, will be exempted from the ban.
