Skill Development and Entrepreneurship Dept comes under scanner of Human Rights Commission

Issue revolves around non-implementation of revised pay scale to vocational instructors despite the Union govt’s notification and representations made to the State

panjim: The Directorate of Skill Development and Entrepreneurship (DSDE) has come under the scanner of the Goa Human Rights Commission (GHRC) for failing to act upon a representation regarding revision of pay scale to all vocational instructions. 

The GHRC is hearing into the mater pertaining to the delay of revised pay scale to vocational instructors despite the Recruitment Rules being notified by the Ministry of Labour & Employment on November 27, 2014. 

In its ongoing hearing, the Commission of Chairperson Justice (retd) U V Bakre and Member Desmond D’Costa noted that the records do not indicate any pursuing of the proposal put forth by Vocational instructor Naresh Talkartkar. 

“Records show that no steps have been taken by DSDE to the representation of Talkatkar. The file re-submitted to Chief Minister on September 6, 2017 which in turn was forwarded by the Secretary (DSDE) on September 7, 2017, to Personnel Department for their views, was returned back to the Department with the remark to refer the proposal to Finance Department (R&C) to seek their views for up-gradation of grade pay,” the order reads. 

The deptartment, during the last hearing, had submitted to the GHRC that the report prepared on November 23, 2017 was placed before the Director with a remark ‘please speak’ on November 27, 2017. The office superintendent did not pursue the proposal and subsequently the OS passed away. The file has been traced now, the reply stated. 

To this, the Commission observed that the instructor’s representation was not acted upon and neither has the department pursued the proposal prepared on November 23, 2017.  

Hence, besides the department, the GHRC has also issued a notice to the instructor for a hearing which has been scheduled on September 10, 2020. 

The vocational instructors are eligible for revised pay scale of 9300+34800+4600 as per the Ministry’s RR but the former have been getting the pay scale of 9300+34800+4200. Talkatkar had made a representation to Government ITI Panjim for implementation of the revised pay, proposal of which is not yet implemented.
