PANJIM: The Town and Country Planning (TCP) Department on Tuesday revoked the technical clearance issued in October 2016 for the construction of controversial bungalow in the heritage area at Old Goa.

Informing this to media persons, Deputy Chief Minister Chandrakant (Babu) Kavlekar alleged that the promoters of the bungalow had indulged in fraud and hidden information right from the beginning to obtain technical clearance. 

Kavalekar said the permission was given only for repairs but the owners constructed a huge ground plus one structure at the site. He also pointed out that there was fraud in ownership of the land while seeking permission. Hence, the technical clearance order dated October 18, 2016 for the project has been revoked and the owners have been directed to stop construction activity in the property.

The Minister said that Jose Maria de Gouveia Pinto and Maria Lizette de Abreu e Gouveia Pinto had made an application to the TCP Tiswadi taluka office for issue of NOC for repair/reconstruction of the existing house and compound wall on January 13, 2016. TCP found that at the time of grating NOC the property was under ownership of Suvarna Suraj Lotlikar alias Suvarna Dyanesh Dange and Manish Navratn Munot and that the Pintos were no longer the owners of the property at the time of granting technical clearance order.   

Kavalekar said the Pintos obtained permission fraudulently and by misrepresentation of facts.

The revocation order was issued after the people of Goa launched an agitation and hunger strike to demand demolition of the structure within the heritage area.
