GMC served strike notice over salary

PANJIM: The Goa Government Employees Association (GGEA) has issued a notice to the Goa Medical College and Hospital at Bambolim, asking it to release their salaries within a week’s time failing which it will serve a 21 days strike notice under the Industrial Dispute Act, 1947.

In a letter to the GMC Dean Dr  V N Jindal and Director (Administration) Swapnil Naik, GGEA said it had been  trying its best to settle the issue of non-payment of salaries of the ECG technicians, whose salaries they claim have been withheld for last two months. 

“The matter has been discussed with director (Administration) pointing that withholding salaries does not justify under Service Rules, Fundamental Rules or Conduct Rules, by merely using the pretext of Organisation of Working Time Act, 1997,” says the letter by association president M L Shetkar and general secretary John Nazareth. They expressed doubts whether such an Act has been enacted.

“As we understand, that notice of change under section 9A of Industrial Dispute Act, 1947, such an Act has to be notified in Official Gazette and should not be unilateral action on the part of the employer. “

The letter says furthermore that an employee can accept change in service conditions or continue under the existing service conditions of the said section 9A of the said Act
