When former Chief Minister Pratapsing Rane and Union Minister for Panchayati Raj Manishankar Aiyar shook hands and signed the Statement of Conclusions in April 2006, hopes were raised that powers, functions and schemes will finally flow down to the power and funds-starved panchayat bodies as per the letter and spirit of Article 243-G of the Indian Constitution.
