Governor Praises Goa's Progress Across Sectors in Budget Session Speech

In his address during the Budget Session of the Goa Legislative Assembly, Governor P S Sreedharan Pillai highlighted the significant progress made by the coastal state, crediting the success to the effective governance of the Double Engine Government. He stated that the State has not only achieved milestones across various sectors but has also demonstrated commendable performance in the Sustainable Development Goals (SDG) Index.

According to the Governor, the latest SDG Index 3.0 positions Goa as an Achiever in two goals, Frontrunner in eight, Performer in three, and Aspirant in two. This underscores the state's commitment to sustainable development and inclusive growth.

Highlighting the meticulous approach towards measuring progress, Pillai mentioned the state's unique methodology aligned with NITI Aayog for computing the Goa SDG Index 2023. This comprehensive assessment reveals Goa's status as an Achiever in four goals, a Frontrunner in ten, and a Performer in two.

Moreover, Pillai shed light on the State Indicator Framework 2.0, developed in alignment with the National Indicator Framework of the Ministry of Statistics and Programme Implementation (MOSPI). This framework serves as a robust tool for monitoring and evaluating Goa's development initiatives.

The Governor also announced the establishment of a dedicated cell tasked with identifying new Central/Centrally sponsored Schemes (CS/CSS) and maximizing the utilization of central funds. This initiative, operating under the Directorate of Planning, Statistics & Evaluation, aims to streamline project approvals and fund disbursements.

Furthermore, Pillai emphasized the state's commitment to enhancing infrastructure, citing Goa's progress towards achieving 100% sewerage connectivity by year-end and the ambitious goal of ensuring 24x7 uninterrupted water supply.

Economically, the state has witnessed significant growth, with the Gross State Domestic Product (GSDP) and per capita income registering substantial increases. Pillai also highlighted the government's efforts to address employment challenges, including the absorption of Home Guard volunteers into the police force. Additionally, Pillai highlighted the approval of new industries by the Investment Promotion Board (IPB), signalling significant job creation and economic growth opportunities.

On the front of law and order, Pillai commended the State Police for maintaining a robust crime detection rate and seizing illicit drugs, ensuring a safe environment for residents.

Moreover, he underscored initiatives like the Swayampurna Mitras program, aimed at extending government schemes and services to eligible citizens, and the Chief Minister’s Apprenticeship Training Scheme, designed to enhance youth employability.

The Governor concluded by celebrating the state's cultural heritage through schemes like the PM Vishwakarma Yojana, aimed at reviving traditional businesses and supporting artisans and craftsmen. He commended the successful implementation of these initiatives, marking a significant step towards Goa's holistic development.
