Following a rigorous three-day demolition drive, the Navy has released a brief update regarding the removal of unauthorized structures within the funnel zone.

 1.⁠ ⁠Safety Compliance with Aviation Regulations:

As the operator of Dabolim International Airport, the Indian Navy is committed to ensuring safe flying operations at the airport.

Adherence to the Aircraft Act of the Government of India and regulations stipulated by the Directorate General of Civil Aviation (DGCA) is of paramount importance.


 2.⁠ ⁠Framework for NOC Issuance:

Rules and regulations, combined with directives from the Ministry of Defence (MoD), form the framework for issuing No Objection Certificates (NOC).

NOCs granted by the Navy specify height limits for constructions to guarantee safe flying operations, varying based on factors such as distance from the airport and ground elevation.


 3.⁠ ⁠Origin of the Demolition Drive:

Concerned citizens of Goa brought attention to unauthorized constructions around Dabolim Airport, jeopardizing aircraft safety.

The Honourable High Court of Bombay at Goa, in 2018, took cognizance of the issue and ordered the demolition of structures lacking NOCs or violating their stipulations.


 4.⁠ ⁠Court Order and Joint Survey:

In February 2020, following a comprehensive hearing, the Honourable Court mandated the demolition of structures not complying with NOC requirements.

A joint survey, directed by DGCA and involving the National Institute of Hydrography, Mormugoa Planning and Development Authority, and Goa Police, was conducted in June 2022 to assess the extent of the infringement.


 5.⁠ ⁠Guidance and Warning to Residents:

Residents whose structures faced demolition were provided with sufficient guidance and warnings to comply with the Honourable High Court orders.


6.⁠ ⁠Enforcement and Safety Measures:

Non-compliance led to contempt proceedings against the Mormugao Planning and Development Authority (MPDA) in January 2024.

Acting upon the directives of the Honourable Court, the Town and Country Planning (TCP) Department instructed MPDA to undertake the demolition to bring structures within height limitations, prioritizing aviation safety and the well-being of residents near Dabolim Airport.
