Restrictions Imposed Ahead of Lok Sabha Elections in North Goa

Team Herald

In anticipation of the upcoming Lok Sabha elections, the North Goa collector has issued strict regulations aimed at maintaining public order and preventing any untoward incidents. Effective from May 5 to May 8, 6pm, gatherings of more than five individuals are prohibited across all assembly constituencies.

The collector emphasized that any assembly comprising five or more persons, including candidates and their associates, will be deemed unlawful during this period. Additionally, gatherings at polling stations on election day are strictly forbidden.

Under the authority of Section 144 of the Code of Criminal Procedure (CrPC), the collector has banned processions or rallies disguised as house-to-house visits or corner meetings to preempt any disruptions to public peace or law and order. However, candidates are permitted to engage in door-to-door campaigning in the form of house visits.

To curb the distribution of illicit inducements such as money, gifts, or alcohol, and to maintain law and order, campaign vehicles authorized by the returning officer will not be allowed to ply on roads. Exceptions are granted for vehicles specifically authorized by the returning officer, district election officer, and chief electoral officer for use on polling day.

Furthermore, the collector has ordered the closure of all licensed liquor establishments from May 5, 6pm, to May 7, midnight, and again on June 4. Establishments with both bar and restaurant facilities may only serve food during this period, with liquor counters required to remain closed. Owners of such establishments are mandated to prominently display signage detailing the imposed restrictions.

On polling day, restaurants, bars, eateries, and food outlets within municipal areas and within 100 meters of polling stations must remain closed. In rural areas, similar establishments within 200 meters of polling stations are subject to closure. These measures are implemented to ensure a smooth and orderly electoral process in North Goa.
