Trump Backs Senate Bill Proposing 500% Tariffs on India, China for Russian Oil Imports

US President Donald Trump has endorsed a Senate bill that seeks to impose steep tariffs, up to 500%—on countries continuing to purchase oil and energy products from Russia. Spearheaded by Republican Senator Lindsey Graham, the bill is aimed at curbing global financial support for Russia amid its ongoing war in Ukraine.

The proposed legislation targets imports from nations that buy Russian crude oil, gas, uranium, and petrochemicals, especially if they are not actively aiding Ukraine. India and China—responsible for approximately 70% of Russia’s oil exports—are explicitly named in the bill. If passed, their goods entering the U.S. could face extreme tariffs.

The bill enjoys rare bipartisan backing, with 84 Senate co-sponsors, making it one of the most heavily supported sanctions initiatives since the Ukraine conflict began. Senator Graham revealed that Trump personally encouraged him to bring the bill forward, calling it a “major breakthrough” and a strategic tool to pressure Russian President Vladimir Putin into negotiating.

Notably, the bill includes a waiver clause that gives the U.S. president authority to exempt countries if doing so serves national interests.

The Senate is expected to consider the bill after Congress reconvenes in August 2025.

India has responded cautiously. External Affairs Minister S. Jaishankar acknowledged the possible fallout, noting that India remains a significant buyer of Russian oil. He confirmed that New Delhi has raised concerns with U.S. officials and would address the issue if the bill becomes law.

While the legislation has not yet passed, if enacted without waivers, it could severely impact U.S. trade with India and China, escalating economic tensions and disrupting global supply chains.
