CCP Issues Notice to Former IAS Officer Over Alleged Illegal Construction in Ribandar

The Corporation of the City of Panjim (CCP) has issued a formal notice to a former IAS officer in connection with alleged illegal construction activities at Fondvem, Ribandar.

The action follows an inspection conducted by CCP officials on June 30, 2025, which revealed unauthorized deviations from the approved building plan and the absence of a valid construction licence.

In the notice, CCP Commissioner Clen Madeira stated, “As per the records, this office had in 2013 issued a construction licence to Adrian D’Costa for the amalgamation of plots and the construction of a compound wall up to a height of 1.5 meters, in accordance with the development permission granted by the North Goa Planning and Development Authority.”

“However, during the recent inspection, it was found that the construction deviates from the approved plan. The compound wall has been raised beyond the permitted height and is constructed entirely of laterite stones. Additionally, a masonry wall has been built in place of the approved GI pipes. This construction lacks the requisite approval or licence from this Corporation and is in violation of the sanctioned plan,” the notice further reads.

The individual has been directed to provide a written explanation within seven days of the notice.

Meanwhile, residents of Ribandar held a meeting on July 6, to condemn the alleged illegalities and encroachments in the area. Community members voiced strong objections to what they described as "brazen violations" and called for strict enforcement of planning regulations to preserve the integrity of the locality.
