Education Dept Flags Irregularities at Sanjay School, Orders Strict Corrective Measures

The Directorate of Education has found irregularities in the func tioning of the Sanjay School for Special Edu cation, Porvorim and has suggested strict corrective measures. The review, undertaken by the Director of Educa tion on the directions of the High Court of Bombay at Goa, revealed that the in stitute had violated estab lished rules, particularly in matters of teacher recruit ment and school adminis tration. The inquiry began after a teacher, employed on con tract since 2012, petitioned for illegal appointment be fore the High Court. While examining the matter, the Director of Education dis covered that teachers had been recruited without seeking prior permission, nor taking any post-facto approval as required under the Goa School Education Act, 1984 and Recruitment Rules. In the academic year 2023-24, Sanjay School had obtained a re-issue on an expired NOC for only two posts of teachers but went on to recruit three teach ers. Moreover, mandatory procedures as required in Rule 76 of the said Act, such as obtaining NOC from the Directorate prior to issu ing advertisements and conducting written exam inations were completely bypassed. Another major violation came to light in the manner in which the Sanjay School administered its centres. Instead of following Rule 46, which makes it compul sory for each school to have a separate School Manage ment Committee, the insti tution had been running all schools without such com mittees. Taking note of these vi olations, the Directorate of Education has issued a set of orders to the manage ment. These include the preparation of independent management plans for each school, the constitution of separate management com mittees and the conduct of all future recruitments strictly in accordance with legal requirements. In the order passed by the Director of Education, it has been stated that San jay School had been reluc tant to obtain approvals at the time of recruitments. Furthermore, it was de clared that the appoint ment of the three teachers was also illegal and against the Goa School Education Act, 1984. The Directorate empha sised that the teacher’s petition, though rejected, had helped expose gov ernance lapses within the institution. It has now vowed to implement re forms to ensure transpar ency and accountability in the functioning of the San jay Centre.
