The Goa Human Rights Commission (GHRC) has directed the Department of Drinking Water (DDW) to restore a fresh water connection to a residence at Firgulem, Navelim, citing public health and human rights considerations. The recommendation follows provisions of the Goa, Daman and Diu Public Health Act, 1985, and the government notification dated December 28, 2023.
Sukhada Ajit Painginkar of Firgulem had filed a complaint on August 21, 2025 after water supply to her house, No. 313/B-2, was disconnected, affecting her family’s daily living. She urged the Commission to take urgent action to restore the supply. In response, the DDW Works Division IV, Fatorda, stated on September 22, 2025 that the water connection was registered in the name of Deepa U Naik, and the supply line to the premises had been closed.
The assistant engineer confirmed that the pipeline was reconnected and water supply restored. The disconnection had been requested by Deepa Naik, impacting the complainant’s household. After hearing the parties, the two-member Commission, comprising Acting Chairperson Desmond D’Costa and Member Pramod V Kamat, reiterated that essential services such as water and electricity are human rights and vital for maintaining basic living conditions. The proceedings were subsequently disposed of.
