Include small-scale fishers’ demands in campaign manifesto: Union to Lok Sabha candidates

MARGAO: Ahead of the fast-approaching Lok Sabha (LS) elections, the All-Goa Small Scale Responsible Fisheries Union has appealed to all the candidates vying for parliamentary seats in Goa to integrate their list of critical demands into their campaign agendas.

Led by President Shaila D'mello and Secretary Laximan Mangueshkar, the Union said these demands are aimed at safeguarding the interests and livelihoods of small-scale fishers across the coastal State.

Their first demand is for the exclusion of six rivers – Chapora, Mapusa, Mandovi, Cumbharjua, Zuari, and Sal – from the ambit of the National Waterways Act 2017. By securing legal protection for these vital water bodies, the Union seeks to ensure the continued viability of fishing activities.

Additionally, the Union vehemently opposes the proposed construction of marinas in the Zuari river at Nauxim and Sancoale, emphasising the need to preserve access to fishing grounds for local communities. They urge for the cancellation of lease deeds associated with these projects to guarantee unhindered fishing in the Zuari river.

Furthermore, the union advocates for the exclusion of Mormugao Port Authority (MPA) from the scope of the Major Ports Authorities Act, citing safety concerns for small-scale fishers. This measure, they argue, would create a conducive environment for fishing activities in the region.

Addressing environmental conservation, the union calls for the revocation of the Blue Flag certification proposal for beaches in Goa, particularly Siridao, to protect designated fish landing centres from exclusive access arrangements that may disrupt fishing activities.

Recognising the significant contribution of small-scale fishers to the State's economy, the Union urges for the enhancement of subsidies and support facilities to bolster their livelihoods.

They also emphasised the urgent need for river cleanup initiatives to address plastic pollution, advocating for measures to halt the manufacture of plastics to safeguard Goa's rivers and marine ecosystems.

Highlighting the adverse impact of mining activities on river siltation and livelihoods, the Union urges candidates to prioritise this issue as the government considers resuming mining operations in Goa.
