Was Padmashree Remo, a Portuguese padmashree?

Documents indicate that Remo Fernandes may have been a Portuguese national when awarded India’s fourth highest civilian award in 2007; Election Commission also made him, a brand ambassador for the Goa assembly polls in 2012, when he may not have had the right to vote

PANJIM: Remo has openly accepted that he is a Portuguese citizen and there is no shame adopting it, but what begs the question is was Remo awarded the fourth highest civilian award to an Indian, the  Padma Shri in the year 2007, when he was a Portuguese national 
Advocate Aires Rodrigues based on the official documents sourced from the Lisbon has claimed that Remo has opted for Portuguese citizenship in the year 1993 on May 21. The document also says that Remo has applied for the Portuguese citizenship in the year 1991 on September 20. 
Advocate Aires has said that Remo being a Portuguese citizen he has lied to the Indian Home Ministry while accepting the precious award which is meant for the Indian citizens only. 
Rodrigues has informed that the letter has already been dispatched to the union home ministry government of India and they are seized of the matter. He has also informed that the home ministry is likely to serve notices to Remo. Aires Rodriugues in his letter has demanded to withdraw the precious award which is been conferred to Remo in the year 2007. 
Remo was also awarded with the ‘Karamaveer Puraskaar’ in the year 2007. The Karmaveer Puraskaar are national people’s award for citizen social justice and action instituted by the citizens and people of India. 
This award is instituted by a confederation of NGOs, public private partnership in association with other partners. This award is also announced on India’s republic day.  
It was also shocking that Election Commission of India, made Remo Fernandes as its brand ambassador of during the assembly election of 2012, when he was purpotedly a Portuguese national
Agacaim Police are investigating the case against Remo Fernandes for verbally abusing minor girl from Malvan. A Complaint was filed against Remo by advocate Aires Rodrigues on December 18, whereas Remo has been booked under section 8 r/w 2(m) of Goa Children Act of 2003.
