In a significant move to combat bullying and cyberbullying in schools, the Goa SCPCR has recommended comprehensive guidelines designed to safeguard students across the educational spectrum. Recognizing the profound impact that bullying has on student well-being and academic performance, these guidelines have been meticulously crafted by National Commission for Protection of Child Rights for implementation across all schools.

Bullying and cyberbullying pose pervasive challenges that can undermine the educational environment, contributing to a climate of fear and disrespect. These behaviors not only affect students' mental and emotional health but also impede their ability to learn and thrive within the school community.

Key Features of the Guidelines:

Policy Development and Implementation: The guidelines emphasize the importance of establishing clear, accessible anti-bullying policies, developed in collaboration with the entire school community.

Awareness, Education, and Training: They advocate for ongoing awareness campaigns, curriculum integration of empathy and digital citizenship, and professional development for staff.

Reporting and Response Procedures: The guidelines outline clear, confidential reporting mechanisms for students, ensuring timely and sensitive management of incidents.

Support Structures: A strong focus is placed on providing support for both victims and perpetrators, including counseling services and behavioral intervention programs.

Positive School Climate: Strategies to foster an inclusive, respectful, and supportive school environment are central to the guidelines.

Monitoring and Evaluation: Regular assessments of the school climate and the effectiveness of implemented strategies are recommended to ensure continuous improvement.

Goa State Commission for Protection of Child Rights strongly recommends the Directorate of Education to endorse and mandate the implementation of these guidelines across all educational institutions. By adopting a unified and comprehensive approach, we can significantly mitigate the effects of bullying and cyberbullying, ensuring a safe, inclusive, and supportive learning environment for every student.

Chairperson of Goa State Commission for Protection of Child Rights, Peter F. Borges said, “this initiative reflects our commitment to creating educational spaces where students can learn and grow free from fear and intimidation. Together, with the Directorate of Education and school communities, we are dedicated to promoting dignity, respect, and empathy, laying the foundation for a brighter, more inclusive future for all students”.
