PANJIM: Information obtained under the Right To Information (RTI) Act by Rossman Cruz Nagoa Sports Club Secretary Cruz Rosario Gonsalves, from the Office of the District Registrar, North, has revealed that the term of the Executive Committee of the Goa Football Association (GFA) is for two years even as the GFA president had claimed that the constitution was amended making it four years.

Rossman Cruz Nagoa Sports Club President Aleixo Da Costa told O Heraldo that information procured by Gonsalves, clearly shows that the term of the GFA Executive Committee is for two years as per its bye-laws.

He said that the GFA Executive Committee elections were held in October 2022 and that fresh elections were due in October last year as per its constitution, statute and rules in force.

He claimed that the registration of the GFA had lapsed on June 11, 2025 and was not renewed till date.

Da Costa alleged that the GFA Executive Committee members were illegally occupying their positions and running the affairs of the GFA when they have no legal mandate or the authority as their two-year term ended in October 2024.

He demanded that they should immediately demit office failing which he will initiate legal action.

Meanwhile, the High Court of Bombay at Goa has asked the Inspector General of Societies (IGS) to decide within six weeks the issue of refunding fine of Rs 50,000 to the Rossman Cruz Nagoa Sports Club by the GFA, after they challenged the jurisdiction of the IGS in quashing their sanction order.

The GFA has imposed sanctions on the club on July 2, 2024, as the club did not participate in any GFA under age group league for the season 2023-24. A fine of Rs 50,000 was imposed with a direction to compulsorily field a team in at least one age group tournament/league for the ensuing season.

The club ceased to be an active member of the GFA and was made associate member even as the club had renewed its affiliation thereby preventing the club from participating in the Annual General Meeting and preventing it from participating or organising inter-village football tournaments.

On January 9, this year, the IGS set aside the sanctioned order of GFA and instructed the GFA to consider the issue afresh after issuing a proper show cause notice to the club. The GFA did not abide by the order of IGS and instead has challenged the jurisdiction of IGS in the matter.

During the hearing in the High Court, the GFA said that it had questioned the jurisdiction of the IGS as regards to exercise of powers. On September 10, 2024, the GFA had decided to keep its sanction son the club and its suspension until the fine amount of Rs 50,000 was paid.

Da Costa revealed that he has already cautioned the general secretary and staff of GFA not to submit any matter administrative or financial before the Executive Committee failing which they would also face action.
