Not the dog but the owner should be held responsible: Adv. Alvares

President of People for Animals, Advocate Norma Alvares said that it is not the animal who must be blamed, but the owner for not properly training the dog. She further said that the Rottweilers are self-will dogs, they know about their strengths and it is very difficult to pull it back when it attacks, and because of this they should be trained rigorously to listen to your commands.
