Punjab Police and NIA Reveal Shocking Rise of US-Based ISI 'Node' Behind Multiple Terror Acts

In a major revelation, Punjab Police have identified gangster-turned-terrorist Harpreet Singh, alias Happy Passia, as a key operative working for Pakistan’s Inter-Services Intelligence (ISI) to destabilize Punjab through terror activities.

A native of Passia village in Ajnala, Harpreet Singh began his criminal career in 2018-19 under the mentorship of gangster Jaggu Bhagwanpuria and with support from his US-based associates, Darman Kahlon and Amrit Bal. After briefly working in Dubai in 2018, he returned to India in 2019, only to illegally enter the United States in 2020 using a forged passport, police said.

Director General of Police (DGP) Gaurav Yadav confirmed that Passia later established contact with Pakistan-based Babbar Khalsa International (BKI) terrorist Harvinder Singh Rinda. “He became a primary node for the ISI. Under his direction, multiple terror modules were activated in Punjab, with direct involvement in most major incidents since September 2024,” said Yadav.

According to police and NIA investigations, Passia was orchestrating terror operations from the US. His social media posts openly identified him as an operative of Babbar Khalsa International, a banned terrorist organization under Indian law.

The National Investigation Agency (NIA) has also linked him to the Chandigarh grenade attack case, alleging that he recruited and instructed two youths from Gurdaspur to carry out the attack in Sector 10, Chandigarh.

Authorities are intensifying efforts to track down his network and collaborators, both in India and abroad, as part of an ongoing counter-terrorism crackdown.
