US-based Khalistani terrorist Harpreet Singh, also known as Happy Passia, is set to be extradited to India following his arrest in April 2025 by the FBI and US Immigration and Customs Enforcement (ICE). Singh, originally from Amritsar, Punjab, is accused of involvement in at least 16 terror attacks across the state and faces over 30 criminal cases in India.
Authorities allege that Singh was a key operative of the Pakistan-backed terror group Babbar Khalsa International (BKI), working in close coordination with Pakistan’s Inter-Services Intelligence (ISI). He is believed to have orchestrated multiple grenade attacks targeting police stations and public infrastructure in both India and the United States.
Singh was captured on April 18, 2025, in Sacramento, California, following a joint operation between US and Indian intelligence agencies. He had illegally entered the US via Mexico in 2021 and evaded detection by using burner phones and encrypted messaging apps. FBI Director Kash Patel confirmed Singh's links to a foreign terror network, asserting, “Justice will be done,” and highlighting the importance of cross-border collaboration in tackling transnational threats.
The National Investigation Agency (NIA) has linked Singh to several major attacks, including the December 2024 grenade attack on the Ghanie Ke Bangar police station in Gurdaspur district. He is also wanted for an October 2024 grenade assault on a retired Punjab police officer’s home in Chandigarh. A reward of ₹5 lakh had been announced for information leading to his arrest. He faces multiple charges under the Unlawful Activities (Prevention) Act and the Explosive Substances Act.
Singh’s extradition is viewed as a significant win for Indian security forces in their ongoing crackdown on ISI-backed Khalistani extremist networks. His return is expected to advance key investigations and further weaken transnational terror operations targeting Indian institutions.
