Controversial PI promoted as DySP

Sources say DGP had initially refused to sign the order promoting Colaco but later approved it

PANJIM: Goa Police has promoted controversial Police Inspector Edwin Colaco, against whom two FIRs were filed, to the rank of Deputy Superintendent of Police. 
The two FIRs include one regarding dual citizenship for holding Portuguese citizenship, and another for cheating and destruction of evidence when he was in-charge of Verna Police Station. Both cases were closed by the department. 
Superintendent of Police (Headquarters) Vishram Borkar confirmed the promotion. Sources, however, said that the Director General of Police had initially refused to sign the order but later approved it. 
Based on a petition filed by social activist Kashinath Shetye, Panjim Police had registered an offence against SP Allen D’Sa, Police Inspector Edwin Colaco and others. Police Inspector Siddhant Shirodkar had submitted the closure report to the court earlier this year.
However, Shetye had filed a protest petition in the court and the hearing on this has begun. The next hearing is scheduled on September 30, 2016 at Panjim JMFC.   
Speaking to Herald, Shetye said that the police have illegally tried to close the case to help a fellow colleague. He argued that if the case which was registered is false, then, how did Old Goa Police register an offence against Advocate Aires Rodrigues in January this year? 
Herald is in possession of the certified documents which explains that PI Colaco has registered his birth in Lisbon and also his marriage in 2009. 
The second case registered and investigated by Crime Branch against Colaco was for cheating, destruction of evidence and harbouring an accused in a theft case. Crime Branch had asked for sanction to prosecute Colaco, but the case was later closed by the department. Colaco had been suspended in this connection.
