Colva Citizens Decry Illegal Constructions on Beach, Slam GCZMA Inaction Despite Complaints

Despite re peated complaints being brought to the notice of authorities about illegal activities damaging the en vironment at Colva beach, citizens allege that no site inspection has been carried out so far. Speaking to OHeraldo on Thursday, Judith Almei da, President of a local cit izens’ forum, said the lack of response from the Goa Coastal Zone Management Authority (GCZMA) re flects its poor seriousness in addressing the issue. “It is a very sorry state that even the local fisher men are being harassed, besides damaging the en vironment at Colva beach,” she stated. The fresh complaint, ad dressed to the GCZMA, al leges that the person con cerned carried out illegal activities on September 10, 2025, within the No Development Zone (NDZ) of CRZ-III of Colva village. According to the forum, this person has allegedly encroached between the Low Tide Line (LTL) and the High Tide Line (HTL), excavated beach sand, and filled sandbags to create raised flooring for an ex tended bamboo struc ture used for commercial purposes. These actions, the forum claimed, were undertaken without any statutory permission. “It is appalling that de spite the demolition order issued by the GCZMA on February 14, 2023, which is currently under chal lenge in Appeal 18/2023 before the Hon’ble NGT, the owner continues to brazenly violate the law,” the complaint noted. Environmental con cerns have been at the forefront of the citizens’ protest. They warn that disturbing the natural beach ecosystem could accelerate erosion and damage adjoining coastal areas. “Such activities not only destabilise healing of the beaches but will also cause erosion of adjoin ing areas,” the complaint reads. Local fishermen too have expressed frustra tion, alleging that their livelihood is being dis rupted due to the unau thorised extensions. The citizens’ forum has demanded that the GCZ MA immediately inspect the site and initiate strict action under intimation to the complainants. “There is no accountabil ity, and despite clear di rections from authorities, these violations continue unchecked. We request immediate intervention to safeguard Colva’s frag ile coastline,” Almeida said.
